My scraper seems to be rewriting all records in the database, but the information is not any different. Am I doing something wrong or is this a bug?

No, you’re not doing anything wrong 
It’s more likely to be a long-standing bug that we have a workaround for. It was reported and I resolved it in another thread so you shouldn’t be seeing the problem now.
